ROH Sec. 10-1.2 limits model aircraft and recreational drones in public parks to city-designated parks only. Critically, Pearl City is adjacent to Joint Base Pearl Harbor-Hickam, which creates FAA-designated restricted airspace where recreational flight is generally prohibited without authorization. Operators must check FAA B4UFLY or LAANC before any flight. Civil penalties for flying in restricted military airspace are severe and may include federal criminal charges. Recreational pilots must also register drones over 0.55 lbs with the FAA and maintain line of sight.
