Recreational drone flight in Mililani public parks is restricted to city-designated locations, and HOA common areas generally prohibit drone takeoff and landing on private community land.
ROH Sec. 10-1.2 limits park drone use to designated parks, and Mililani District Park and neighborhood parks are not drone-designated. Mililani Town Association and subdivision HOAs generally prohibit drone operations over or from community common areas, pools, and playgrounds. FAA rules apply citywide: registration over 250 grams, 400-foot altitude cap, line-of-sight requirement, and no flight over uninvolved persons. Central Oahu airspace is less restricted than Kaneohe but still features airport transition zones near Wheeler Army Airfield that require LAANC for nearby flights.
Park violations can bring city citations, HOA covenant violations bring fines, and FAA breaches carry federal civil penalties.
