Minnesota law at Minn. Stat. 177.24 sets statewide minimum wage tiers and does not preempt cities from enacting higher local floors. Minneapolis Code Chapter 40 establishes a tiered minimum wage that reached $15.97 for all employers in 2026 and is indexed annually. Saint Paul has a parallel tiered ordinance phasing all employer sizes to a $15-plus indexed wage. Bloomington, Brooklyn Park, Plymouth, and other Hennepin County suburbs follow only the Minnesota state minimum, which is $11.13 per hour for large employers in 2026. Tips do not count toward the minimum.
Underpayment triggers back wages, liquidated damages of equal amount, and civil penalties under both city ordinances and the Minnesota Fair Labor Standards Act.
