Coverage is geographic: all hours worked within city limits, regardless of employer headquarters. No tip credits, no training-wage carve-outs except a 90-day youth wage at 85% of the floor.
Wage-theft penalties include unpaid wages, liquidated damages equal to wages owed, civil penalties up to $1,000, and HREEO enforcement actions including injunctive relief.
