The 2021 Hennepin County Climate Action Plan sets a goal of net-zero greenhouse gas emissions by 2050 and guides county operations, transportation, energy, and waste programs.
Adopted by the Hennepin County Board in 2021, the Climate Action Plan commits the county to reducing emissions 45 percent by 2030 and reaching net zero by 2050. The plan covers county buildings, fleet electrification, organics recycling, tree canopy expansion, and equity-focused resilience hubs. Hennepin County uses the plan to align capital projects, transit investments, and grant programs. The plan also coordinates with city climate plans across Minneapolis, Bloomington, Edina, and other Hennepin cities. Residents and businesses can access county energy efficiency rebates, electric vehicle charging support, and climate workforce programs.
The plan itself does not impose fines on residents but guides ordinances and funding decisions that may carry separate compliance requirements.
