The CAP guides capital decisions but most measures are voluntary for residents; rebates, energy audits, and transit incentives are the primary tools rather than mandates. Annual progress reports are posted on the city's sustainability portal.
No direct civil penalties attach to residents under the CAP itself; instead enforcement runs through the underlying building, zoning, and transportation codes referenced by each action item.
