The county's environmental work runs through the Office of Sustainability and Bexar County Public Works, focused on flood control, Edwards Aquifer recharge protection, and limited solar installations on county facilities. The City of San Antonio operates SA Climate Ready, but that plan does not bind unincorporated county residents. Texas Local Government Code 229 limits county authority to regulate emissions on private land, leaving education and incentives as primary tools.
There is no enforcement mechanism because no binding county climate ordinance exists; voluntary participation only.
