Universal City regulates weeds through its general nuisance and high grass ordinance, requiring owners to keep properties free of weeds over 12 inches and of noxious species that threaten public health.
Universal City Code Chapter 30 treats tall weeds and rank vegetation as a public nuisance, and the same 12 inch height threshold that applies to grass applies to weeds. In addition to height, certain species considered noxious or invasive may be ordered removed regardless of height if they pose a public health or safety hazard, generate windblown pollen, or harbor vermin. The Texas Department of Agriculture maintains a statewide noxious and invasive plant list that municipalities reference, including Johnsongrass, Giant Ragweed, and Tree of Heaven. Property owners are responsible for controlling weeds in the curb strip abutting their lot. Code Compliance issues notice, allows 7 to 10 days to cure, and may abate and lien if owners fail to act. Vacant lots held by investors are a common source of complaints and are held to the same standard. Using approved herbicides in compliance with product labels and SAWS water restrictions is acceptable; open burning of weeds is prohibited by TCEQ and city code.
