City facility upgrades focus on LED lighting, HVAC efficiency, and natural gas conversions rather than fleet electrification mandates. Evergy supplies most electricity with a mixed portfolio including the Jeffrey Energy Center coal plant. Aviation manufacturing is a major energy customer, and city leadership has avoided policies that might raise costs for Spirit AeroSystems or Textron Aviation. The Comprehensive Plan references resilience but sets no enforceable carbon cap.
No enforcement framework exists since the city has not adopted binding emissions targets or building performance standards.
