Metro requires EPSC (Erosion Prevention and Sediment Control) plans for grading permits under Metro Code 15.64 and TDEC CGP. Certified EPSC Level 1 inspector required on larger sites. Silt fence, stabilized construction exits, and inlet protection standard.
Metro Code 15.64 and the Metro BMP Manual require Erosion Prevention and Sediment Control plans prepared per TDEC Construction General Permit (CGP) standards for any land disturbance over 10,000 sq ft. Sites 1 acre or larger must file an NOI with TDEC and have a TDEC-certified Level 1 or 2 EPSC inspector. Standard BMPs include silt fence, stabilized construction exits, storm drain inlet protection, sediment traps, and temporary seeding. Disturbed areas must be stabilized within 14 days of final grade. Inspections required after every 0.5-inch rain event.
Missing or failed EPSC controls: Metro stop-work order and per-day civil penalty. Sediment tracked onto public roads: immediate correction required. Discharge to waters of the state: TDEC enforcement and fines up to $25,000 per day under TN Water Quality Control Act.
