Doors from the dwelling into the pool area must have alarms OR the pool must have a powered safety cover meeting ASTM F1346. Above-ground pools with 48-inch walls may serve as their own barrier if ladders are removable or lockable. Final inspection is required before water is added; operating without passing barrier inspection exposes the owner to liability and permit revocation.
