The city's Engineering Guidelines (Feb 2022) define when an erosion-control plan is mandatory. Projects above the 1-acre threshold are governed by the larger Stormwater Management Plan; smaller projects (5,000 sq ft to 1 acre, or >50 cu yd cut/fill) require an erosion-control plan with silt fence, inlet protection, stabilized construction entrance, and seeding/restoration commitments. The plan must comply with Section VII of the city standards which mirrors the MPCA NPDES Construction Stormwater General Permit. Plans are reviewed by the city Engineer.
Working without an erosion plan or in violation of approved BMPs is a misdemeanor under Sec. 152.99 / Sec. 10.99 β up to $1,000 fine / 90 days. The city may issue stop-work orders.
