Fourth, compensatory mitigation in the SFHA for impacts to flood storage, water infiltration, and riparian vegetation. Floodplain administration is handled by the city Floodplain Manager in Community Development; a Floodplain Development Permit is required before any building permit in the SFHA.
Building, filling, grading, or substantially improving a structure within a designated SFHA without a Troutdale Floodplain Development Permit, or without meeting the 2-foot freeboard, balanced cut/fill, and engineer no-rise certification requirements of Development Code Chapter 14, can result in stop-work orders, permit revocation, required removal of non-compliant work, and possible suspension of Troutdale's NFIP eligibility β which would in turn affect flood-insurance availability for every property owner in the city.
