TMC 10.04.020 defines an abandoned vehicle as one with expired or missing plates, no visible VIN, or that appears inoperative. TMC 10.36.010 bars such vehicles from any public right-of-way over 72 hours, or visible private property over seven days.
TMC 10.36.010 prohibits abandoned vehicles on any city or state right-of-way over 72 hours, on private streets or business property over 72 hours, or on residential private property visible from outside over seven consecutive days. Moving the vehicle elsewhere in the city does not reset the clock (TMC 10.36.010(B)). One abandoned vehicle is allowed per address only if covered with a manufactured cover, enclosed in a permitted structure, or behind a sight-obscuring fence. TMC 10.12.040(A) limits each residence to no more than one abandoned vehicle at any time.
Under TMC 10.36.010(C), an abandoned vehicle may be impounded under TMC 10.38 or abated under TMC Chapter 8. TMC 10.38.010(B) allows towing 72 hours after written notice. Towing and storage charges form a lien on the vehicle.
