Troutdale, OR Accessory Structures: Carport Rules (2026)

Carports in Troutdale are regulated as accessory structures under the Troutdale Development Code (TDC) and the Oregon Residential Specialty Code. The city's Permit Requirements page is explicit that building, demolishing, or moving a carport, garage, or shed more than 200 square feet in floor area, or more than 10 feet in height measured from finished floor to the top of the top plate, requires a building permit issued by the Building Division (inspection@troutdaleoregon.gov, 503-674-7272). Non-habitable one-story detached accessory structures of 200 square feet or less and 10 feet or less in height are exempt from the permit requirement, and framed-covered (fabric-roof) accessory buildings up to 500 square feet, one story, set at least 3 feet from any property line are also permit-exempt. A permit exemption does not exempt a carport from zoning standards: the structure still has to meet the underlying residential zone's setbacks, height limits, and lot-coverage caps in TDC Chapter 3, and parking dimensions in TDC Chapter 8 (off-street parking). Carports that are part of required off-street parking are governed by the parking section of the development code; standard residential carport stalls are sized to the same minimum vehicle space the city uses for parking stalls. In Troutdale's typical low-density residential zones, accessory structures are generally limited to a height of 15 feet and must sit behind the front yard setback line, with side and rear setbacks consistent with the underlying zone (commonly 5 feet). Because Troutdale's setbacks vary by zoning district (R-4, R-5, R-7, R-10, R-20), the safest path is to confirm side, rear, and front setbacks with the Community Development Department at 503-665-5175 before construction. Carports built within a public utility easement may have to be moved at the owner's cost.
