Troutdale does not require a permit for a residential fence under 4 feet in a front yard or 7 feet in a side or rear yard that meets the TDC 5.040 clear vision standards. Electric and pool fences have their own permit triggers under TDC 5.050.
Per the Troutdale FAQ and TDC 5.050(A), no building or development permit is required for a residential fence within the 4-foot (front) and 7-foot (side/rear) caps that also meets the TDC 5.040 clear vision standards. Recreation court fencing up to 12 feet is allowed under TDC 5.050(D) if no part is within 20 feet of a street. Security fencing requires the wire to sit at least 6 feet above grade with total height at or below 8 feet (TDC 5.050(F)). Electric fencing is only allowed in the LI and GI zones and requires a Type II site review plus building and electrical permits (TDC 5.050(G)). Pool fences follow TDC 5.050(E).
Fences exceeding TDC 5.050 limits, electric fencing outside LI or GI zones, or barbed wire on residential lots violate TDC 5.050. Under TDC 5.040(F) and Chapter 17 the city may require lowering, relocation, or removal.
