Long Beach landscapers may no longer sell new gas-powered leaf blowers and similar small off-road engines under California AB 1346, which directs CARB to prohibit sales of new units. Existing equipment may continue in use but is being squeezed by state rules.
California AB 1346 (2021) directs the Air Resources Board to prohibit the sale of new small off-road engines, including gas leaf blowers, lawn mowers, and chainsaws, by 2024 or as soon as feasible. Long Beach landscapers must shift to electric or battery equipment for new purchases. Long Beach also enforces standard noise rules, so even existing gas blowers must comply with citywide decibel and time-of-use limits. The Office of Sustainability and South Coast AQMD provide rebates to defray transition costs for small businesses.
Selling newly manufactured small off-road engines after the CARB cutoff violates state law. Operating any blower outside permitted noise hours can be cited under the Long Beach noise ordinance.
