AMC Title 23 incorporates the 2018 International Residential Code and International Building Code grading provisions with Alaska amendments. A grading permit is required for cuts or fills exceeding 50 cubic yards or creating slopes taller than 5 feet. All sites must be graded to slope at least 5 percent away from foundation walls for 10 feet. Because of permafrost and deep frost action, foundations must be frost-protected or extend below the frost line (approximately 10 feet in much of Anchorage). Retaining walls over 4 feet require engineering.
