Anchorage operates a MS4 stormwater system under an EPA NPDES permit. New construction disturbing 1 acre or more must file a SWPPP. Illicit discharges to storm drains are strictly prohibited.
The Municipality of Anchorage holds an EPA NPDES MS4 permit and administers AMC Β§26.40 Storm Water Treatment. Any land disturbance of 1 acre or more (or smaller within a common plan) requires a Storm Water Pollution Prevention Plan filed with the Watershed Management Section and Alaska DEC APDES. Construction BMPs must include silt fence, stabilized entrances, and sediment traps. Non-stormwater discharges (motor oil, paint, soap) to storm drains are prohibited. The municipal Stormwater Hotline takes illicit-discharge reports.
SWPPP violations 500 to 10,000 dollars per day; EPA federal enforcement possible.
