Conroe requires grading and drainage permits for construction projects through the Engineering Department. Stormwater must not be redirected onto neighboring properties. Floodplain development requires additional permits.
The City of Conroe Engineering Department reviews grading and drainage plans as part of the development permit process. Property grading changes that redirect stormwater onto neighboring properties may be cited as nuisances under Chapter 26. Development within the Special Flood Hazard Area (SFHA) requires both standard building permits and floodplain permits from the Engineering Department. Fill, excavation, and grading activities in the SFHA are specifically regulated. Montgomery County Floodplain Administration also has jurisdiction in some areas. All clearing permit applications go through OpenGov as of 2025.
Grading without permits subject to stop-work orders. Redirecting drainage onto neighbors may trigger nuisance citations up to $2,000.
