Vienna has an active tree conservation program and enforces tree preservation during land disturbance. Specimen and heritage trees on private property may require permits for removal. Street trees in the right-of-way are Town property and cannot be removed or significantly pruned without Town approval.
Vienna administers tree protection under its Tree Conservation Ordinance and in accordance with VA Code Β§15.2-961 et seq. During site plan review for new homes, additions, or pools, existing trees 6 to 10 inches in diameter at breast height (DBH) and larger are identified, and tree save areas are designated. Tree protection fencing at the dripline is required during construction. Specimen trees (often defined as native species over 24 inches DBH) receive heightened protection and may only be removed upon a finding of hazard or unavoidable conflict. Street trees planted within the public right-of-way belong to the Town; residents must request permission before any pruning above minor maintenance, and removal requires a permit and replacement. Vienna participates in the Tree City USA program and actively enforces violations through civil penalties and required replacement plantings at a 2:1 or 3:1 ratio for unpermitted removals.
