Exceptions cover sleeper berths during rest periods, traffic, mechanical inspections, and emergencies. The rule supports San Antonio's federal ozone non-attainment designation. Bexar County Sheriff and constables can cite, with revenues split between the citing entity and TCEQ enforcement.
