Mangroves are subtropical coastal plants that do not occur in the Tomball area, located approximately 50 miles inland from the Gulf Coast. The Texas Parks and Wildlife Department administers mangrove protections along the coast under the Texas Natural Resources Code, but these provisions do not apply to inland communities. Tomball does regulate trees and vegetation through its Code of Ordinances landscaping and property maintenance provisions. The city's property maintenance standards require lots to be maintained free of excessive vegetation and weeds exceeding 12 inches. Trees on public property and in the right-of-way are managed by the Parks Department. Tomball's Historic Old Town district may have additional landscaping standards for properties within the historic overlay zone.
