The Harbor Commission advises the City Council on harbor-related matters. Newport Harbor piers, bulkheads, floats, and gangways must comply with harbor permit requirements under Title 17. Public access to the shoreline is protected under the Coastal Act — development cannot obstruct existing public access ways. Sand replenishment, seawall construction, and beach modifications require CDP approval. The Harbor Resources Division manages harbor permits and moorings.
