Newport Beach's 10-mile coastline and Newport Harbor are governed by NBMC Title 17 (Harbor and Beaches) and the city's certified Local Coastal Program (LCP). Any development, alteration, or construction within the Coastal Zone requires a Coastal Development Permit (CDP) from the Community Development Department, and major projects may require California Coastal Commission review. The Harbor Commission advises the City Council on harbor-related matters. Newport Harbor piers, bulkheads, floats, and gangways must comply with harbor permit requirements under Title 17. Public access to the shoreline is protected under the Coastal Act β development cannot obstruct existing public access ways. Sand replenishment, seawall construction, and beach modifications require CDP approval. The Harbor Resources Division manages harbor permits and moorings.
