Martin County's Stormwater Management and Flood Protection Standards (published by the Engineering Department) set design criteria for new development and substantial redevelopment. Standards include water-quality treatment of the first 1 inch (or 2.5 inches over impervious area, whichever is greater), peak-attenuation to pre-development discharge rates for the 25-year/72-hour storm event, and minimum finished-floor elevations above the 100-year flood. Projects also require SFWMD Environmental Resource Permits where applicable under Fla. Stat. ch. 373. Illicit discharges to the county's MS4 (municipal separate storm sewer system) are prohibited under the county's NPDES program.
Illicit discharges and non-compliance with stormwater requirements are enforced by Code Enforcement and the Engineering Department. Penalties include stop-work orders, civil fines through the Code Enforcement Board, and required corrective construction. Repeat violations of NPDES requirements may trigger EPA referral.
