The City of Plano (Kendall County, Illinois) administers stormwater management through Kendall County's Stormwater Management Ordinance (enabled by 55 ILCS 5/5-1062) and Plano's own Stormwater Management Plan (current version 2022). A Stormwater Management Permit is required for any 'development' that may have an adverse effect on adjacent properties due to stormwater runoff changes. The design storm for the conveyance system is the 100-year (1% annual chance) event.
Plano's stormwater regulations work in two layers. Kendall County's Stormwater Management Ordinance governs the technical design standards under 55 ILCS 5/5-1062 β protecting upstream and downstream owners from adverse stormwater impacts (flooding, soil erosion, floodplain/wetland protection). The County uses the 100-year (1% annual chance) 24-hour event as the design storm. Plano's local Stormwater Management Permit, codified in Plano City Code Β§ 6-17 (codelibrary.amlegal.com/codes/planoil), adds local maintenance and special-service-area requirements: unless maintenance of the stormwater facilities has been accepted by a public entity, the city requires establishment of a special service area as backup for long-term maintenance. A County Stormwater Management Permit is required for development activities including grading, filling, paving over 0.5 acres, subdivisions, and floodplain construction. Permit application is filed with Kendall County Planning, Building & Zoning. Plano residents should also contact Plano City Hall (630-552-8275) for any city-specific overlay requirements.
Performing 'development' without the required Stormwater Management Permit, failing to maintain installed stormwater facilities, or violating floodplain/wetland setbacks is a violation of both the Kendall County Stormwater Ordinance and Plano City Code. Civil penalties include fines, stop-work orders, and required remediation at the owner's expense.
