Adopted as a complement to the Climate Action Plan, Buffalo's sustainable purchasing guidelines apply to municipal procurement only. Departments evaluating contracts above set thresholds must consider environmental criteria: recycled content, energy efficiency, water efficiency, low-VOC products, and locally sourced goods. The policy explicitly favors fleet vehicles eligible for the NY State Drive Clean rebate where total cost of ownership is competitive. The policy does not bind private businesses, residents, or third-party contractors not selling to the city.
No private-party penalties. Internal compliance is overseen by the Buffalo Office of Sustainability and the city Comptroller for contract review.
