Because there is no general material prohibition, most enforcement is about height and permits rather than material itself: a masonry or concrete wall over four feet without a building permit, or a fence over the Section 20.48.70 height limits without a use permit, triggers Building or Planning enforcement. In the coastal zone, violating a Coastal Development Permit condition (including any on materials) is enforced under Title 21.
