Texas counties cannot adopt a general building code or require permits for ordinary structures the way cities do, and they have no zoning authority. There is no county fence-permit violation in unincorporated areas because no such permit exists. Building without a required city permit is enforced by that city. Ignoring HOA architectural approval is a private civil matter enforced under the covenants.
