The county has no fence permit for unincorporated land; its permitting reach is limited to on-site sewage (Ch. 366) and subdivision plats (Local Gov Code Ch. 232). Cities require permits. The City of Killeen states a building permit is required to erect, move, repair or replace a fence within city limits. Temple's UDC Sec. 7.7.2 requires a site plan and landscape plan with the building-permit application. Barbed-wire and razor-wire fences in Temple require a separate fence permit and are limited to AG/LI/HI districts. Check with your city's building-inspections office before installing.
