Chico, CA Fence Regulations: Pool Barriers (2026)

Chico does not impose a separate pool-fence ordinance; the state Swimming Pool Safety Act (Health & Safety Code §115920 et seq., as amended by SB 442, effective Jan 1, 2018) governs. When a building permit is issued for a new pool/spa or for the remodel of an existing pool/spa at a private single-family home, the property must include at least two of seven approved drowning-prevention safety features. These include: (1) an isolation enclosure at least 60 inches tall meeting §115923; (2) removable mesh fencing per ASTM F2286 with a self-closing, self-latching, key-lockable gate; (3) an approved safety pool cover meeting ASTM F1346; (4) exit alarms on doors providing direct access; (5) self-closing/self-latching devices on doors with a release at least 54 inches above the floor; (6) alarms on the pool surface; (7) other approved barriers meeting equivalent standards. Enclosure gaps must not pass a 4-inch sphere and the surface must be free of climbable footholds. Chico Building Division verifies compliance at final inspection under California Building Code Title 24 Part 2.5 Appendix AX.
