California Code of Regulations ("CCR") Title 19, Chapter 6, entitled "Fireworks," and CFC Section 5601 shall be amended to prohibit the manufacturing, possession, storage, sale, use and handling of any fireworks, including those fireworks designated as "Safe and Sane" by the State of California, within the city limits. Use and handling of fireworks for public display may be permitted pursuant to section 16.48.020 of this code and such use and handling shall be in accordance with CCR and CFC fireworks regulations. Storage, stockpiling, or maintaining of any combustible furniture on private property must be screened from any public right-of-way. Combustible furniture includes, but is not limited to stuffed couches and chairs, mattresses, futons, and any furniture not specifically designed and intended for outdoor use. Objects and activities will be considered "screened" when they are either (1) not visible from a public right-of-way, or (2) behind a solid six-foot-high fence, wall, or hedge where such fence, wall, or hedge is otherwise permitted by zoning and building codes.
