Pools accessible through a house door must have door alarms or an isolating barrier. Above-ground pools with 48-inch or higher sides and removable ladders can serve as their own barrier. Annual inspection is triggered at Certificate of Compliance renewal in some towns.
Non-compliant barrier: pool cannot be filled or used until corrected; immediate stop-use order from construction official. Fines $250-$2,000 per violation under the NJ UCC. A drowning or injury while barriers are non-compliant creates substantial civil and potential criminal exposure. Operating without a pool permit: additional penalty fees.
