Per the City of Napa's pool page, the seven options are: (1) an enclosure isolating the pool from the home meeting H&S 115923; (2) removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching, key-lockable gate; (3) an approved automatic safety cover meeting ASTM F1346 (H&S 115921(d)); (4) exit alarms on doors providing direct access to the pool; (5) self-closing, self-latching devices on those doors with release at least 54 inches above the floor; (6) an alarm in the water meeting ASTM F2208; or (7) any other independently verified equivalent safeguard. Where an enclosure is one of the chosen features, H&S 115923 requires it to be at least 60 inches high with a maximum 2-inch ground clearance, no openings allowing passage of a 4-inch sphere, no climbable handholds or footholds, and a self-closing self-latching gate that opens away from the pool with the latch at least 60 inches above the ground.
A new or remodeled Napa residential pool that fails to include two of the seven H&S 115922 safety features, or an enclosure under 60 inches or missing self-closing/self-latching hardware, violates state and city code. The Building Division will not finalize the permit, and ongoing non-compliance creates attractive-nuisance civil liability if a child gains access.
