Quiet hours in Napa, CA β also called the noise ordinance, nighttime noise rules, or residential quiet time β define the hours during which excessive noise is prohibited.
The City of Napa does not publish a single citywide decibel table. Quiet hours run through Napa Municipal Code (NMC) Chapter 8.08 and Chapter 9.50. NMC 8.08.020 sets a 9:00 p.m. to 7:00 a.m. commercial-activity cutoff measured at a residential or RP zone property line, and Chapter 9.50 reaches loud and unruly gatherings 24 hours a day.
Napa's noise framework is permit-driven rather than decibel-driven. NMC 8.08.010 makes it unlawful to operate any loudspeaker, public address system, or sound amplification system that can be heard outside a building unless one of the listed permit exceptions applies. An NMC 8.08 violation is enforceable through the City's general code enforcement provisions and may carry a stop-work order from Police or Code Enforcement under NMC 8.08.025(F). Permits issued under Chapter 8.08 are revocable by Council under NMC 8.08.050 if used in an illegal, disorderly, or improper manner. Penal Code 415 backup applies for active loud-and-unreasonable noise disturbances.
