Utah Code 15A-3-1001 makes the International Swimming Pool and Spa Code (ISPSC) and applicable provisions of the International Residential Code the statewide minimum for residential and public pool barriers. Barriers must be at least 48 inches high measured on the side away from the pool, with no openings allowing a 4-inch sphere to pass. Gates must open outward, self-close, and self-latch with the release at least 54 inches above the ground. Horizontal members on the outside face must be at least 45 inches apart, or the fence must use mesh or solid construction. Doors from a dwelling into the pool yard need alarms or a power safety cover.
Code violations halt occupancy and final inspection approval. Local building officials may issue stop-work orders and civil penalties. Negligent failure may expose owners to civil liability for drowning incidents.
