FL 515 establishes the strictest residential pool safety code in the US. All Winter Park pools built or substantially modified must meet one of several compliance paths: 48-inch barrier fence with self-closing/self-latching gates, approved safety pool cover, exit alarms on all doors leading to the pool area, or self-closing/self-latching doors with release mechanism 54+ inches above the floor. Gate latches must be at least 54 inches above grade. Openings in the barrier cannot exceed 4 inches. The Building Department inspects compliance before issuing a certificate of completion.
Non-compliant pools cannot receive final certificate of occupancy. Existing pool violations: $250-$1,000 plus mandatory compliance within 30 days. Pool drownings involving non-compliant barriers expose owners to significant civil and potentially criminal liability.
