Cleveland regulates overgrown lots through the Housing Code, not a defensible space rule. Grass and weeds must stay under 8 inches, and brush posing fire or pest hazards can be cited and abated.
Cleveland does not sit in a wildfire-prone landscape, so the city regulates brush and vegetation primarily for public health, pest control, and nuisance abatement rather than wildfire defensible space. Under Codified Ordinances Chapter 209 and the Cleveland Housing Code, all property owners must maintain grass, weeds, and rank vegetation at a height not exceeding 8 inches on any portion of their lot, including tree lawns and rear yards. Owners are also responsible for clearing dead trees, fallen limbs, and brush piles that could harbor vermin, block stormwater drainage, or contribute to fires in accessory buildings. On vacant lots, including the large inventory held by the Cleveland Land Bank and absentee owners, the Division of Neighborhood Services issues violation notices and can perform contracted cut-and-bill abatement with the cost placed as a lien on the property. Fire hazards such as stacked brush or debris adjacent to garages and porches can also be cited under the Ohio Fire Code as adopted in CCO Part 5. Residents adjacent to the Cuyahoga Valley, Doan Brook, or Rockefeller Park ravines should clear ivy, invasive buckthorn, and dead limbs near structures, though there is no mandated defensible space perimeter as found in California or Arizona. Leaf and yard waste disposal is handled through the citys curbside program during spring and fall; open burning of leaves is prohibited under OEPA OAC 3745-19.
