Humboldt County allows Safe and Sane fireworks in unincorporated areas, but Humboldt County Code section 271-7 (County Park System) bans all fireworks, firecrackers, torpedo rockets, and explosives in county parks and on county beaches absent a Director-issued permit. The Sheriff's Office annually emphasizes that aerial devices recovered or used anywhere in the unincorporated county are subject to seizure and citation, with fines up to $1,250 per device under state law.
Possession of dangerous (aerial) fireworks is a misdemeanor under HSC 12677 with fines up to $1,250 per violation. Use in a county park or on a county beach is a separate violation of Humboldt County Code 271-7, and any fireworks-caused fire makes the user civilly liable for all suppression and damage costs.
