The discharge, use, sale, or possession of consumer fireworks is prohibited within Houston city limits. This includes sparklers, firecrackers, bottle rockets, and Roman candles. Houston Fire Department enforces aggressively, especially around July 4th and New Year's Eve. Fines range from $500 to $2,000 for each individual firework, and no warnings are issued. If a minor is caught with fireworks, the parent or guardian receives the fine. HFD also enforces in Limited Purpose Annexation areas of Harris County. Under state law, fireworks may not be used within 600 feet of churches, hospitals, schools, or within 100 feet of flammable liquid or gas storage. Some unincorporated areas of Harris County (Crosby, Cypress, Atascocita, Spring) are outside the city ban.
