PA 256 of 2011 preempted prior local bans on consumer-grade fireworks and created uniform statewide rules for 1.4G consumer fireworks. PA 65 of 2018 narrowed the protected-use window: cities, villages, townships, and counties may restrict ignition, discharge, or use on days OTHER than the day before, day of, and day after eleven specified federal holidays. On July 4 specifically, use is permitted statewide until 11:45 PM regardless of local ordinance. Outside protected days, a local government may impose a civil fine up to $1,000 per violation under MCL §28.457. The Department of Licensing and Regulatory Affairs (LARA) administers consumer-fireworks certificates for retailers.
