Anyone selling, installing, or transporting propane must hold a state Class I, II, III, or IV license. Cities may regulate zoning location of bulk plants and require fire-code permits under IFC Chapter 61, but they cannot license installers or override state-adopted NFPA 58 tank-distance and equipment standards.
Operating without an LP-gas license is a misdemeanor punishable by fines up to $1,000 per violation. The Administration may also revoke licenses and order tank removal.
