Norman, OK Fire Regulations: Fireworks (2026)

NCC 14-302 splits fireworks into two categories: consumer fireworks (firecrackers, sparklers, Roman candles, and similar small devices meant for personal use) and display fireworks (professional-grade shells and salutes exceeding federal consumer limits). The code bans retailers, distributors, manufacturers, and wholesalers from selling or giving consumer fireworks to anyone within Norman, and separately bans any person from possessing, storing, discharging, using, igniting, or exploding consumer fireworks in the city. The only carve-out is transporting unopened, factory-packaged consumer fireworks through Norman in a vehicle; nothing legalizes discharge on private property.

NCC 14-304 also outlaws manufacturing fireworks in the city except under special local and state permits. A public fireworks display is possible only under NCC 14-303: the operator must hold a state Fire Marshal license, submit a written application at least 14 days before the event, and secure the Fire Marshal's approval of the display's composition, location, and firing method under NFPA 1123. The city requires a corporate surety bond covering potential injury or property damage, government-run displays are exempt, and forbids transferring the permit to another operator or date without a new sign-off.

After the show, the permit holder must safely dispose of unfired shells immediately and clean the site of debris within 24 hours, to the Fire Marshal's satisfaction, or the city cleans it and bills the holder personally. The Fire Marshal can also cap how much product may be fired at a given site.
