NCC 32-101 defines a loading zone as any space next to a curb reserved for the exclusive use of vehicles while loading or unloading passengers or materials, and NCC 32-104 gives the City Manager, or a designee, the authority to designate curb loading zones (and accessible parking zones) anywhere in the City. Once a curb loading zone is designated, NCC 32-707 limits its use strictly to that purpose: a vehicle may not stop at a curb loading zone except to load or unload passengers or freight, and stopping on the roadway side of another vehicle already at a curb for the same purpose is capped in time, three minutes for passengers and ten minutes for freight, before it becomes an ordinary parking violation.

The same section stacks other curb restrictions on top of the loading zone rule: no parking in a bus stop or taxicab stand except for the bus, taxicab, or a passenger drop-off that does not block the stand, no parking on public property without authorization, and no parking in any fire lane on public or private property. Because loading zones function as a carve-out from Norman's general no-stopping rules rather than a separate permit system, a business does not apply for a loading zone; the City Manager designates the curb space by sign, and any vehicle using it outside the permitted loading window is treated the same as any other unlawful parking, stopping, or standing violation under Chapter 32.
