Smoke detectors are required in every Franklin County dwelling under the Ohio Residential Code (OAC 4101:8) and the Ohio Fire Code. Detectors must be installed in each sleeping room, outside each sleeping area, and on every story including basements. Rentals must be inspected for working detectors at turnover.
Ohio Residential Code Section R314 mandates smoke alarms in all new and renovated residences. Alarms must be interconnected and hardwired with battery backup in new construction and major renovations. For existing homes, battery-only alarms remain acceptable. Carbon monoxide alarms are required outside sleeping areas in any home with fuel-burning appliances or an attached garage under Section R315. Columbus Code 4551.31 requires rental property owners to provide working smoke detectors and to test them at each tenant turnover; tenants are responsible for battery replacement during tenancy. Franklin County fire departments including Columbus Division of Fire offer free smoke alarm installation programs for income-qualified residents through the American Red Cross Sound the Alarm partnership.
Failure to install required smoke or CO alarms in a rental is a Columbus Code violation with fines up to 500 dollars per missing device. Deaths or injuries in units without working alarms create landlord civil liability and may trigger criminal negligence charges.
