New construction and major remodels require hardwired, interconnected smoke alarms per California Building Code. Existing homes must have alarms with sealed 10-year lithium batteries upon sale or transfer of property. Short-term rental properties must pass NB Fire Department inspection for proper alarm placement and function before permit issuance. Landlords must ensure alarms are functional at tenant move-in. Failure to maintain working smoke alarms violates California Health & Safety Code and may result in administrative fines. Landlords failing to provide functional detectors face liability for tenant injuries. STR properties without compliant alarms cannot receive or renew permits.
