Indiana adopts the 2020 Indiana Residential Code (IRC) under 675 IAC 14 (rev. effective 2020) for 1- and 2-family dwellings and townhouses with detector placement tracking IRC Section R314.
Indiana's smoke alarm regulatory framework is layered: the statewide Indiana Building Code (675 IAC 13) and Indiana Residential Code (675 IAC 14) adopt IBC/IRC editions with state amendments; the Indiana Fire Code (675 IAC 22) adopts a current edition of the IFC; and IC 22-11-18 (Smoke Detection Devices) imposes statutory landlord obligations. (2) If required by the Indiana Building Code, Indiana Fire Code, this Fire Prevention Code or any other Fire Safety Code of the jurisdiction, single-station and multi-station smoke alarms shall be installed as follows: (a) R-2 occupancies shall be equipped with a minimum of one (1) ionization smoke alarm and one photoelectric smoke alarm. Alternatively, one (1) ionization/photoelectric combination smoke alarm may be used instead. (b) The location of these smoke alarms shall be approved by the Fire Chief or his designee." IC 22-11-18-3.5 (Dwellings; Installation of Smoke Detectors) provides that a dwelling must have at least one functional smoke detector installed per manufacturer's instructions and outside each sleeping area in the immediate vicinity of the bedrooms, located on the ceiling or on a wall not less than 4 inches and not more than 12 inches from the ceiling, with additional functional smoke detectors on each additional story including basements, cellars, and habitable attics. Smoke detectors must be battery-operated or hardwired into the dwelling's electrical system, accessible for servicing and testing, and tested at least every 6 months. A landlord must install at lease commencement and replace/repair within 7 working days of written notification; a tenant may not tamper with or remove a required smoke detector except for maintenance. Indiana residential code (IRC R314-aligned) further requires interconnection of multiple smoke alarms in new construction such that actuation of one activates all alarms (listed wireless permitted). Indiana is on the 2018 Indiana Building Code with amendments and the 2020 Indiana Residential Code published by the Indiana Fire Prevention and Building Safety Commission under 675 IAC. Carbon monoxide alarms are not separately mandated by statewide Indiana statute but R315 of the IRC, as adopted in 675 IAC 14, requires CO alarms outside each sleeping area in dwellings with fuel-fired appliances or attached garages. §92.07(F) enforcement is by Noblesville Code Enforcement (Indiana Building/Residential Code) and the NFD Fire Prevention Bureau (Indiana Fire Code) under §92.03(H) Fire and Life Safety Inspections.
Noblesville Code Enforcement (Indiana Building Code; 317-776-6325) and the Noblesville Fire Department Fire Prevention Bureau (NFD Fire Inspections; 317-776-6336) enforce the smoke-detector framework at certificate-of-occupancy issuance (§92.09 and §92.14), during fire and life-safety inspections of Class 1 structures (§92.03(H)), and on landlord-tenant complaints under IC 22-11-18-3.5. Common violations: missing or non-functional smoke alarms outside sleeping areas or on additional stories; rental units without an alarm installed at lease commencement; landlord failure to replace/repair a defective alarm within 7 working days of written tenant notice; R-2 multifamily units (apartments) without both an ionization and a photoelectric alarm (or a combination unit) per §92.07(F)(2)(a); tampering with or removing a required smoke detector. Per §92.99(A)(1), violations of the Noblesville Fire Prevention Code are subject to fines up to the maximum penalty in IC 36-1-3-8(10).
