Bexar County, TX Fire Regulations: Smoke Detectors (2026)

In unincorporated Bexar County, new construction and substantial renovation permits are subject to the International Residential Code (IRC) as adopted by the Bexar County Commissioners Court and administered by Bexar County Public Works. IRC R314 requires interconnected smoke alarms in each sleeping room, outside each sleeping area, and on each story. New construction after 2015 IRC adoption requires hardwired with battery backup; battery-only devices are permitted in existing homes without remodel. Carbon monoxide alarms per IRC R315 are required when fuel-burning appliances or attached garages are present. For rental housing, TX Property Code 92.251 through 92.2611 require landlords to install and maintain smoke detectors in each bedroom or outside each sleeping area, test at tenant request, and replace batteries at new tenancy. Tenant must provide written notice for repairs; after 7 days without action, tenant may install and deduct, terminate the lease, or sue. The City of San Antonio adopts the IRC with local amendments and enforces via SA Development Services. San Antonio Housing Authority properties and JBSA military housing are subject to federal HUD or DOD standards. Short-term rentals in San Antonio (STR permit Types A and B) require compliant smoke and CO alarms as a permit condition.
