Under California Government Code §51179, CAL FIRE's Office of the State Fire Marshal designates Fire Hazard Severity Zones (Moderate, High, Very High) for Local Responsibility Areas. Rocklin's adopted FHSZ maps went into effect no later than June 10, 2025. Properties in High and Very High zones must comply with PRC §4291/Gov. Code §51182 defensible space, AB 38 point-of-sale disclosure, and new construction under California Building Code Chapter 7A (WUI ignition-resistant standards).
Rocklin's FHSZ page identifies three hazard levels. Effective in High and Very High FHSZ: (1) 100-foot defensible space per PRC §4291; (2) AB 38 (H&S §13108.5) requires fire-hazard disclosure and joint seller-buyer inspection at point of sale for homes built before 2010 starting July 1, 2025; (3) new construction and substantial remodels must use ignition-resistant materials under CBC Chapter 7A (Class A roofing, ember-resistant vents, boxed eaves, dual-pane tempered windows, non-combustible siding within 6 inches of grade). All properties citywide - regardless of zone - must maintain defensible space mitigation per Rocklin Fire Prevention guidelines. AB 38 inspections are coordinated through Rocklin Fire Department (916) 625-5300. Property owners can view their zone on the City's Local Responsibility Area map and the CAL FIRE Interactive Viewer.
PRC §4291 violations up to $1,000 in High/Very High FHSZ. AB 38 non-disclosure creates liability in escrow. Non-compliant new construction cannot pass CBC Chapter 7A final inspection.
