Under ORS 166.250, a person commits the crime of unlawful possession of a firearm by carrying any firearm concealed upon the person, or carrying concealed and readily accessible to the person within any vehicle, a handgun without a valid concealed handgun license. Long guns may be transported loaded or unloaded in vehicles unless otherwise restricted, but ORS 166.173 allows certain cities to regulate loaded firearms in public places, which can include vehicles on city streets. CHL holders are broadly exempt from the concealed-in-vehicle restriction. Firearms must remain secured if a minor could access them, and posted parking areas at schools and federal facilities impose additional limits.
